The language and evidence patterns for EL2 are meaningfully different from EL1 — and most EL1 candidates writing EL2 applications under-frame the strategic and organisational scope of their work. EL2 salary range
Approximately A$133,000 – A$160,000 per year (Commonwealth EL2, 2026 indicative).
What an EL2 actually does
EL2 officers direct a branch (typically 15–40 officers), shape agency strategy, manage substantial budgets and resources, represent at SES and ministerial level, and are accountable for branch-level outcomes. They drive organisational change, build organisational capability, and operate as a peer to other branch heads in setting agency direction.
What hiring panels weight at EL2
- Branch-level accountability. "I directed", "I oversaw", "I was accountable for branch performance" — with concrete scope and outcomes.
- Strategic shaping, not just execution. Evidence of contribution to agency strategy, not just delivery against it.
- Ministerial engagement. Direct interaction with the Minister's office, evidence in Cabinet processes, parliamentary inquiries.
- Resource allocation across functions. EL2s allocate people, budget, and priority across multiple teams or functions.
- Organisational capability building — how did you make the agency stronger, not just complete the work?
Weak vs strong: EL2 language

EL1-style (under-claims at EL2)
“Led the policy team through the development of the new framework and engaged with senior stakeholders across the agency.”
EL2-style (band-appropriate)
“Directed a branch of 28 policy officers across three teams, accountable for the development and Cabinet sign-off of a $340M reform package. Briefed the Minister and Departmental Secretary at six decision gates, and represented the Department in three Senate Estimates appearances.”
Common reasons EL2 applications get rejected
- 1EL1 framing applied to EL2 evidence. Team-leadership language doesn't carry — EL2 needs branch-level scope.
- 2Tactical wins without strategic context. Every EL2 example should connect to whole-of-agency or ministerial outcomes.
- 3Missing ministerial / parliamentary signals. EL2s engage at this level routinely; absence of these signals reads as EL1-level work.
- 4Resource scope under-stated. EL2 typically manages multi-million-dollar functions — be explicit about what you were accountable for.
